This study explores how digital participation tools are used across Europe to enhance democratic engagement, with particular attention to youth involvement. It assesses over 100 platforms and initiatives supporting participatory processes — from civic consultations to co-creation and digital deliberation — highlighting both institutional practices and grassroots innovations. The study identifies that while digital platforms offer new entry points for youth — especially via mobile apps and social media interfaces — they often lack youth-specific design features or outreach strategies. The report emphasizes that to increase youth participation, tools must be co-designed with young people, prioritize accessibility, and offer feedback loops that demonstrate political impact. Case studies include participatory budgeting with youth voting, gamified platforms, and school-linked digital forums. The publication concludes with recommendations to embed digital tools in formal education, youth work, and policymaking cycles.
