Participatory Budgeting in Schools and Districts: A Policy Scan

A landscape report by the Participatory Budgeting Project that examines how school and district policies support—or hinder—youth-led participatory budgeting (PB) efforts in U.S. K-12 settings.

The scan analyses policy frameworks at state and district levels to identify conditions that enable PB in schools: civic learning mandates, budget transparency, student voice provisions, and institutional supports. It highlights obstacles (e.g., rigid budget cycles, limited student decision-making power) and offers recommendations for strengthening policy environments so that PB can move beyond pilots and become embedded in school governance.
