There's no open data standard for participation platforms yet, but more and more platforms are experimenting with interoperability. Rather than rely on a single platform for your entire participation process, you could 'chain' together multiple tools to use each in a phase of a single program. That way you can leverage their unique strengths without being locked into a single solution.
For example, CrownShy's Comhairle platform walks participation program admins through choosing a suitable workflow and selecting from the right participation tools to suit it. Participation platform members of Alliance Civic Tech Europe are teaming up bilaterally to make their products interoperable. Metagov is running an interoperability program, which CrownShy is implementing together with the Scottish government.
