Katy is the lead editor of the legislative theater content of the Participation Playbook and a mentor with our Rising Stars program.

A legislative theater practitioner based in the United Kingdom, Katy works with local councils, advocacy organizations and community groups to co-create policies and practices that are human-centered, equitable, innovative and effective. She is passionate about creative, community-driven policy change that moves the needle toward equity. Currently, she works in Manchester, Glasgow, Coventry and London on housing and homelessness, social security, the climate crisis and cultural policy. Her legislative theater collaboration with the Greater Manchester Combined Authority was awarded the International Observatory of Participatory Democracy’s 2022 award for Best Practice in Citizen Participation.

Katy is also the former founding executive director of Theatre of the Oppressed NYC, a nonprofit organization that partners with communities facing discrimination to spark transformative action. Katy trained with the creator of Theatre of the Oppressed, Augusto Boal, in Brazil, and has led projects with activists and artists internationally over the past decade.
