This report from the EmPaci project evaluates the usability and accessibility of 50 participatory budgeting (PB) websites from around the world. It assesses 23 key features across five categories: navigation, search, content design, mobile responsiveness, and accessibility for users with impairments. The findings show that most PB websites perform well in terms of consistent navigation, mobile compatibility, and basic accessibility. However, significant gaps remain, especially in supporting users with motor impairments (e.g., keyboard-only navigation). The study offers practical insights for municipalities and developers to improve the user experience and inclusiveness of PB platforms, ensuring that digital participation tools are effective and accessible to all citizens.
