Participatory budgeting blueprint guidebook

This guidebook analyzes successful participatory budgeting initiatives from municipalities in the Baltic Sea region and other countries, highlighting specific problems addressed and innovative practices.

The guidebook presents best practices from case studies in Germany, Poland, Portugal, Romania, France, Canada, China, Iceland, and Brazil. By highlighting specific features, design principles and innovative ideas, the examples in the guidebook are meant to inspire and guide local government representatives for future PB initiatives.

The guidebook is presented by the partners of the “Empowering Participatory Budget in the Baltic Sea Region” (EmPaci) project. It was prepared by researchers from Klaipeda University in Lithuania in collaboration with researchers from the the University of Rostock in Germany.
