Participation of young people in citizens' budgets: a toolbox
/Toolkit of methods to involve youth in all phases of participatory budgeting processes.
This toolkit, developed by the JUBU project (Youth Participation in Participatory Budgeting), provides a comprehensive set of practical methods to engage young people aged 16 to 26 in participatory budgeting (PB) processes. It offers tools for both formal educational settings (schools, youth groups) and outreach work in public spaces. Structured around the phases of a democratic cycle—needs assessment, proposal development, campaigning, voting, and implementation—it emphasizes deliberation, inclusion, and empowerment. The guide includes tested methods like mapping exercises, photo-voice, public dialogue walls, and co-design sessions, making it a valuable resource for educators, youth workers, and municipalities seeking to strengthen youth democratic participation through PB.
