Panelot random selection algorithm

A not-for-profit system that ensures fair and representative civic lotteries for selecting citizens' panels in democratic processes.

Panelot is a system designed to randomly select citizens' panels that are both representative of the population and fair to volunteers. It operates in two main steps: first, computing a civic lottery to generate a fair distribution of panels meeting specific representation criteria; second, drawing a single panel from this precomputed lottery. Developed by computer scientists from various universities, Panelot has been used in over 40 citizens' assemblies worldwide, including in countries like Denmark, Germany, the United States, Belgium, and the United Kingdom.

The system ensures that every volunteer has an equitable chance of selection, adhering to principles of transparency and fairness in democratic processes.
