Local youth councils: Analysis of policy and mechanisms

A 2024 report providing a comparative analysis of the legal frameworks, operational structures, and impact of Local Youth Councils (LYCs) in Estonia, Lithuania, Norway, and Portugal.

This publication is part of the "Youth Council Participation in Europe" project, coordinated by the DYPALL Network. It explores the shift in European policy from treating young people as mere beneficiaries to recognizing them as active contributors to governance. The research utilizes a robust methodology involving desk research, quantitative data mapping, and focus groups structured around the SWOT framework (Strengths, Weaknesses, Opportunities, and Threats) and the Quality Charter on Participatory and Inclusive Local Youth Councils.
