PB learning guide for Francophone countries (Vol I)

A training guide for implementing PB in Africa's French-speaking countries, edited by UN-Habitat and Enda ECOPOP. Volume I - concepts and principles.

This book is first of all a conceptual document which reviews the interactions between good urban governance and the implementation of the Participatory Budget (PB). It has been prepared for local elected officials, facilitators / intermediaries, representatives of associations of local authorities, leaders of NGOs, community practitioners), politicians, advisers, company directors and opinion leaders. It also aims to share the most important experiences and provide case studies, in order to support the following approaches:

  • Integrate PB into campaigns to promote innovative local governance in Africa

  • Prepare, design and launch the PB in African cities by using existing experiences, instruments and methods to trigger the PB in Africa

  • Give stakeholders at the local level all the means necessary to apply the participatory budget in African cities and municipalities

This volume presents concepts and principles of participatory budgeting (it includes some experiences of French-speaking countries in Africa ), as well as conditions and dimensions of Participatory Budgeting.
