Citizen participation on complex issues: Experiences from development work

This report presents case studies of citizen participation across 10 Swedish municipalities and provides a model for designing citizen participation for social change, primarily at the local and regional government level.

The publication presents experiences from a development project carried out by 10 municipalities together with the Swedish Association of Local Authorities and Region's Citizens' Dialogue Project 2015-2018.

The resource highlights citizen participation on complex issues, such as unemployment, and rural and urban development. A complex issue is defined as a problem that has multiple interrelated dimensions, and requires the involvement of those affected in forming a solution and managing the issue. The report describes why municipalities and regions need to look for new working methods adapted to the context in which we live today, and introduces concrete principles and a model for citizen participation on complex issues.
