Tool to help measure and improve meaningful child and youth participation using clear indicators.

The Child Participation Assessment Tool, developed by the Council of Europe, offers a practical framework for assessing how effectively States implement meaningful child and youth participation across public services, law, education and governance. It presents a set of structured, measurable indicators — from accessible complaint mechanisms and child-friendly information to representative youth councils and safeguarding elements like the Lundy model (space, voice, audience, influence). The tool guides national governments, child rights institutions, and youth advocates in conducting baseline assessments, monitoring progress, and identifying gaps. This resource supports states to move beyond tokenistic consultation toward inclusive, participatory structures where youth have genuine influence and feedback loops, fostering a culture of democratic participation and transparency.
