This practical toolkit is designed for local governments, youth organizations, and practitioners who want to implement participatory budgeting for youth in urban contexts. Developed by the Com’ON Europe partnership, the guide includes step-by-step tools, templates, and frameworks tested in seven European Youth Capital cities. It addresses all phases of a youth PB process: situational analysis (SWOT, PEST), design thinking, priority setting, action planning, launching calls for ideas and voting, facilitation, communication, and evaluation. It also includes guidance on youth consultations, informal group building, and transitioning from ideas to funded actions. The toolkit empowers cities to make young people not only contributors but co-deciders of local public spending, ensuring youth-led innovation and civic engagement through accessible, replicable methods.
