Democratizing city charters

This set of resources introduces participatory methodologies and civic engagement tools such as participatory budgeting and citizens' assemblies, using case studies from the United States to illustrate how these can be planned and delivered at the city level. The guide details each stage of a participatory process with practical tools, best practices, examples and case studies. The accompanying workbook takes the user through the steps of designing a participatory process from planning to implementation, and can be used in conjunction with the guide.
