Feeling excluded? Why ethnic minorities (do not) engage in participatory budgeting

An article examining the engagement of ethnic minorities in participatory budgeting.

This paper discusses the possible motivations for and barriers against the engagement of minorities in a participatory budgeting in Cluj-Napoca, Romania. While a feeling of exclusion did not appear to play a role in non-engagement in PB, the perception of these programs as weak decision-making mechanisms may have hindered broad participation in these programs, though this is not limited to ethnic minorities.
