Understanding public deliberation in climate assemblies

A report looking at public deliberation in citizens' climate assemblies, with a focus on the Climate Assembly UK, which was the first United Kingdom-wide citizens' assembly on climate change.

This report presents an analysis of the Climate Assembly UK, focusing on the design and structure of the assembly, the deliberations that took place, and the underlying values on how to achieve net-zero emissions that they revealed, as well as assembly members' perceptions of climate change from follow up interviews.

The report compares the assembly to the French Citizens' Climate Convention and considers the diversity of local and regional processes within the UK, highlighting their ability to encourage action despite their limited capacity to achieve wider public engagement or specific policy recommendations.
