People Powered is a global hub for participatory democracy. We work with governments, civil society, and communities to make participation a permanent part of how decisions get made — not a one-off exercise, but a structural shift in who holds power. We do this through accelerator programs, mentorship, practitioner tools, and a growing network of members in over 40 countries.
Our work is expanding — and our team is expanding with it. With Nets4Dem bringing People Powered into a major EU-funded consortium for democratic participation, and our global programs reaching more governments and practitioners than ever, we're hiring two new teammates: a Program Manager, Europe, and a Program Associate.
The Program Manager role leads our contribution to Nets4Dem — designing programs, building partnerships, and working across borders to help European institutions engage citizens more effectively. The Program Associate supports our global work: creating trainings, tools, and learning experiences for the changemakers putting participatory democracy into practice around the world.

The Program Manager, Europe will play a leading role in delivering People Powered’s contribution to Nets4Dem — a groundbreaking, EU-funded consortium of leading civil society organizations, cities, universities, and democracy innovators working to strengthen democratic participation across Europe.
The role is responsible for designing and managing high-impact programs, learning journeys, peer exchanges, and practical tools that equip public institutions and partners on the ground to engage citizens more effectively. The postholder will work across borders and sectors with local governments, practitioners, researchers, funders, and movement leaders, translating cutting-edge ideas into real-world democratic change!
This is a great opportunity for someone who thrives in complexity, builds trust across cultures, and is energized by collaboration. They will help steward partnerships within a major European consortium, manage and help grow the Nets4Dem program, as well as other People Powered work, contribute to fundraising and strategy, and support a vibrant community of practitioners committed to renewing democracy from the ground up.
Given the European focus, we are looking for candidates who already have the right to live and work in the EU, and we are particularly encouraging candidates from the Republic of Ireland!

The Program Associate will support our programs that help governments, civil society organizations, and community leaders build stronger participatory democracy—from participatory budgeting to citizen assemblies and beyond.
The role will create engaging content for trainings, tools, mentorship programs, and learning resources, turning bold ideas into practical support for changemakers. It will also help deliver international programs and peer-learning experiences by coordinating capacity-building sessions, supporting participants through their program journeys, and keeping projects running smoothly.
