The 14th World Forum for Democracy, organized by the Council of Europe, will take place in Strasbourg from 2–4 November 2026 under the theme "Democratic Foresight." The Forum will mark the culmination of the Council of Europe's New Democratic Pact consultation phase, placing emphasis on the ability of democracies not just to adapt to a new reality, but to anticipate and build possible futures.
Over three days, participants — political leaders, civil society representatives, academics, youth voices and the general public — will take stock of European democracies, project themselves into possible futures based on forward-looking scenarios, and commit to implementing concrete actions at all levels of governance. The first day focuses on identifying major challenges and exploring future scenarios. On the second day, democracy labs will present concrete initiatives from around the world, exploring how they might perform under different future conditions. Topics range from citizen participation and deliberative democracy to AI tools supporting informed debate, electoral integrity, combating hate speech and addressing the social and economic inequalities that undermine trust in democratic institutions.
The Forum also features a Democracy Innovation Award and a Call for Initiatives inviting innovative practices from governments, civil society, researchers and citizens worldwide. Selected initiatives are presented during the Forum, with travel and accommodation support available from the Council of Europe.
