Consul Democracy, in collaboration with the City of Munich, hosts ConsulCon 2026 — the annual conference for the global CONSUL DEMOCRACY community. Following a successful 2025 edition in Las Palmas de Gran Canaria, this year's gathering moves to Munich, an Ambassador-level sponsor of the CONSUL DEMOCRACY open-source platform.
Over three days, participants will dive into issues at the intersection of digital democracy, open-source technology and democratic empowerment. The programme features demo runs of the CONSUL platform, workshops on devising citizen participation processes, panel exchanges with case studies from cities and regions across Europe, Latin America and Africa, tech talks on open-source ecosystems and AI for participation platforms, and keynotes on the democratic potential of civic technology. Confirmed keynote speakers include Roman Huber (Executive Federal Director, Mehr Demokratie and co-initiator of Germany's first national citizens' assemblies), Sophie Bloemen (Co-founder and Director, Commons Network) and Joe Mathews (Founder-publisher, Democracy Local and democracy fellow, Berggruen Institute).
ConsulCon is open to government officials, civil society organizations, developer teams, researchers and anyone with an interest in direct and participatory democratic models and digital platforms. Tickets are donation-based. The conference takes place just before Munich's annual Oktoberfest — early accommodation booking is strongly recommended.
